Its 2023 commercial permit packet bases commercial permits on the 2018 International Building Code family and the 2017 National Electrical Code, while an older process document on the site still names the 2009 codes; the fee schedule sets the commercial building permit at $15 for the first $1,000 of value and a sliding rate per $1,000 above it, plus plan review at half the permit fee plus the engineer's cost.

The Caldwell County Development Ordinance, adopted March 24, 2020 and amended February 14, 2023, requires a construction permit with engineer-certified drawings before land clearing or construction for any subdivision or site construction, with commercial site plans approved by the County Engineer.

Which office permits a metal building in Caldwell County?

The county, unless the lot sits inside a city. The Caldwell County Development Ordinance, amended February 14, 2023, takes a construction permit with engineer-certified drawings before land clearing or construction. It excludes one- to three-family residences with their outbuildings, and agricultural structures not intended for common public use.

The set goes to the county's contract engineer before an intake meeting, and technical review runs 30 business days once that meeting deems it complete. A second county permit applies from August 13, 2026, when the Commissioners Court adopted a fire code based on the 2024 International Fire Code. Local Government Code Chapter 233 limits a county fire code to public buildings, commercial establishments and multifamily dwellings of four or more units; warehouses are on the county's commercial list. The court has 30 days to issue or deny, and occupancy waits on a certificate of compliance.

Floodplain, septic and the right-of-way permit in Caldwell County

Three more county permits, one office. The Flood Damage Prevention Ordinance effective June 10, 2026 requires a Floodplain Development Permit for all construction and development in the mapped flood zones and makes the Director of Sanitation the Floodplain Administrator. Within 300 feet of a floodplain the finished floor sits two feet above base flood elevation, and the driveway is a right-of-way permit on that same form.

TCEQ's directory lists Caldwell County as the septic authorized agent outside the cities, with Mustang Ridge, San Marcos, Uhland and Niederwald covering their own limits. On a commercial site the septic and site construction applications are filed and processed together. The rest of that path is on commercial septic, water and electric for a shop or warehouse.

Inside Lockhart or Luling, who issues the permit?

The city does, and the two sit differently here. Luling requires a permit for all construction and installation projects in the city, residential and commercial, and its own list names storage buildings, read at the city's permits page on 2026-09-20. Lockhart, the county seat, runs its own permits, and no Lockhart page was read here, so nothing about its rules is stated. Martindale, Mustang Ridge, Uhland and Niederwald run their own permits too.

In a city's extraterritorial jurisdiction the ordinance says permitting follows any interlocal agreement, and where none exists both the city and the county approve, the stricter rule prevailing.

Clays northwest, Carrizo sands southeast: the ground under Caldwell County

Caldwell County is two grounds. The 1978 USDA soil survey of Caldwell County puts the western two-thirds in the Texas Blackland Prairie, mostly deep clays or clay loams, and the eastern third in the Texas Claypan area with sandy surface layers. It rates the Crockett-Heiden association, about 41 percent of the county, high for shrink-swell potential and high for corrosivity to uncoated steel. Southeast, the Demona-Patilo-Silstid sands formed in the Carrizo Sand cover about 22 percent.

Occupations Code 1001.056 exempts a one-story building of no more than 5,000 square feet with no clear span over 24 feet from engineering licensing, and withdraws that exemption for a residential slab on expansive soil unless the work meets the International Residential Code as the jurisdiction applies it. Caldwell County asks for engineer-certified drawings anyway, so a Texas professional engineer seals the set. The design side is on the concrete slab and foundation for a metal building.

What do metal building contractors in Caldwell County line up beyond the county permits?

Three state items sit on top of the county's answer. TDLR takes no registration or plan review under $50,000 in total estimated cost, the Texas Accessibility Standards still apply there, and $50,000 or more submits a full set of construction documents under Administrative Rule 68.50. County fire code permit for a commercial building The Commissioners Court adopted a Caldwell County Fire Code based on the 2024 International Fire Code, effective August 13, 2026, under Local Government Code Chapter 233, Subchapter C. The Demona-Patilo-Silstid association, deep sandy soils, is about 22 percent of the county, formed in the Carrizo Sand in the southeast; the Wilcox Group crops out in the central third, and the clayey Burleson, Ferris, Heiden and Houston Black soils formed in the Navarro Group in the northwest. Most ground water in storage is in the Carrizo Sand and the Wilcox Group in the southeastern part of the county, and the Navarro Group in the northwest does not yield good-quality water in most places.
