Metal buildings in Leander, Texas

A metal building in Leander is usually a shop, barn or storage building on an acreage lot, or a steel warehouse or service building on commercial or industrial land, and a request from this page goes to one independent metal building contractor, who decides which projects to take.

Leander's zoning ordinance is unusually specific about steel. Behind a house, an enclosed building over 300 square feet has to be masonry unless it is an agricultural building, so a bare steel shop on a subdivision lot is a short conversation.

On GC, HC and HI land, the city's Type D standard allows metal walls in muted earth tones with a baked-on finish, and it prohibits unpainted metal outright. Outside the city limits the rules thin out: Williamson County's pages show no county building permit at all.

Inside Leander

Permit before any construction inside the city

Leander requires a permit before any construction on property inside the city limits, listing new commercial and residential construction and accessory buildings and structures; in its extraterritorial jurisdiction only signs and water or wastewater connections need permits.

Williamson County, outside city limits

No county building permit, building code or certificate of occupancy

Williamson County's own pages answer the building permit question by pointing to the County Engineer's Road and Bridge Division, which issues a Certificate of Compliance that verifies whether the property is in a floodplain, and say nothing else is needed from that office unless a driveway is being built.

First question for a Leander lot: inside the city limits, where the code below applies, or past them in the county. The whole record is on that county's sheet.

Can a metal shop go behind a house in Leander?

Small ones, easily; large ones, only in masonry or as a farm building. Article IV, Section 5 of the zoning ordinance sorts accessory buildings by size. At 120 square feet or less, no building permit is required, and the building should closely resemble the house. From 120 to 300 square feet, exterior grade wood, fiber-cement planking or equivalent siding, or masonry, is allowed. Over 300 square feet, the ordinance requires masonry. Agricultural accessory buildings are exempt from those wall standards, and from the screening rule that otherwise applies along neighboring lots.

The roof carries a quiet exception that matters for steel. Over 120 square feet, an accessory roof normally matches the house's slope, but metal carports and engineered metal buildings are excepted from the slope rule, so a pre-engineered frame is not forced to a steep pitch. The roof color and material still have to closely resemble the main house. In a residential district the building is not used for commercial purposes and is not rented, and an enclosed garage counts as part of the house even when it stands apart. Door, span and slab choices for a garage: detached garages and RV garages.

How tall, and how close to the line, can a Leander accessory building sit?

One story and 15 feet is the general cap, but the ordinance lifts it to 28 feet in an SFR district and on nonresidential land, which leaves room for a tall bay door. In SFR, a barn or stable also stops at 28 feet to the top of the roof and must stand 25 feet or more off a property line and 100 feet or more from any house next door, a setback worth checking before the pad is staked on a narrow tract.

Placement is fixed by the house. An enclosed accessory building may not sit in front of or beside the main building. It keeps the house's setbacks, except that in a single-family or two-family district the rear setback may drop to five feet. It stands at least three feet from any other building on the lot, never inside a public utility easement, and never on a lot that has no main building yet. It also may not divert or pond stormwater onto the lot next door. Barn and equipment building layouts: pole barns and post-frame buildings.

What does Leander require of a steel warehouse or commercial building?

Start with the zoning district, because Leander pairs every district with an architectural component. Type D, the component written for industrial warehouse and heavy commercial service buildings, is used only with GC, HC and HI land. Under it, metal exterior walls are allowed if they are muted earth tones that suit the buildings around them and carry a permanent finish such as baked-on enamel, and unpainted exterior metal is prohibited. A front visible from a public street or a residential district needs at least two design features to break the wall plane, rising to four over 50,000 square feet and five over 100,000.

Several rules shape the steel itself. Overhead service doors and warehouse doors may not face a street or residential property unless they are screened, though the director of planning may approve decorative doors case by case. Fascia and soffits on a nonresidential building are noncombustible, Quonset roofs may not be used where they cut the normal wall area, and a flat roof is enclosed by a parapet at least 42 inches high. Buildings top out at 35 feet unless the ordinance's masonry incentives apply. Agricultural buildings and recreational storage buildings are exempt from the exterior wall standards, and metal siding may not be added to an existing building unless current zoning allows it. Warehouse bays, clear spans and dock doors: warehouses and industrial buildings.

Which permits come before a Leander commercial building permit?

A site development permit, and a plat before that. Since Ordinance 24-112-00 took effect in December 2024, no development inside the city limits proceeds and no building permit issues until a site development permit has been issued, and the property has to be final platted or exempt from platting first. The site permit settles drainage, driveways, access, utilities and circulation before the architectural plans are reviewed. A house, an accessory building to a house, and a carport over existing paving are among the exceptions.

The building permit itself carries two items owners rarely expect. Section 3.01.003 asks for a surety bond or cash deposit, scaled to estimated cost: from $10,000.01 to $30,000 it is a $10,000 bond or $1,000 in cash, and above $30,000 the building official may set it as a percentage of the project. Where a bond is required, liability insurance of $100,000 per person, $300,000 per accident and $100,000 in property damage is shown first. The city builds to the 2021 International codes and the 2023 National Electrical Code, wants roofing samples approved before the permit issues, bars ordinary roof coverings on nonresidential buildings, and requires a fire sprinkler system in any commercial building of 6,000 square feet or more. At $50,000 or more in total estimated cost, the state accessibility registration applies as well.

Will the roof glare, the driveway or the floodplain hold up a Leander permit?

Each can. A bare steel roof is the first: the code says new metallic roof surfaces that throw reflective glare past the property line are painted so they do not affect the neighbors, which puts a coated panel on the order before the steel ships. A driveway that crosses a roadside ditch needs a culvert built to city specifications and its own permit from the building official, and no building permit is approved without the erosion controls drawn on the plans. The certificate of occupancy waits until erosion is under control.

Leander adopts FEMA's flood studies for both Travis County and Williamson County, dated September 26, 2008, so a lot on either side of the county line is mapped under the same ordinance, and building in a special flood hazard area takes a floodplain development permit from the city engineer. A commercial or other nonresidential building sets its lowest floor at least two feet above base flood elevation, or is floodproofed to that height under an engineer's or architect's certification. Blackland clay over limestone: what sits under a Leander slab?

The Williamson County soil survey described its typical Fairlie clay just outside Leander, a mile west on Ranch Road 2243: dark gray clay to 21 inches, more clay to 46 inches, then weakly cemented limestone layered with limy material. In a dry spell it cracks from 0.4 inch to three inches wide and more than two feet deep. The survey rates it suitable for building and easy to excavate, then warns that high shrink-swell potential cracks foundations and paved streets, that it is severely corrosive to buried steel pipe, and that its clay and very slow permeability work against a septic field.

For a metal building that points at the slab design and the utility trench more than the frame. Ask whoever engineers the foundation how the soil report on your own pad changes the beam depth, and ask about pipe material before steel lines go underground. Septic, electric service and state rules: what else reaches a Leander lot?

For a lot on the Williamson County side, the on-site sewage permit comes from the County Engineer, whose program counts anything other than a single-family home as a commercial system. For power, Pedernales Electric Cooperative's tariff names Leander among its franchise cities, and its process starts with a staked site, plans and a field meeting before any cost estimate. Past the city limits, state law gives the city no general building code reach under Local Government Code 212.049, and Williamson County's own pages list no county building permit.

Two state programs follow the acreage, not the city line. Clearing an acre or more, a larger common plan included, puts the job under TCEQ's construction stormwater permit. Williamson County also appears on TCEQ's Edwards Aquifer program list: a Contributing Zone Plan enters at five disturbed acres or a larger plan, and TCEQ's official maps, not a rule of thumb, settle where a given tract falls. The county's other desks are on the Williamson County sheet, and Georgetown's rules for the same kinds of buildings are on metal buildings in Georgetown. Questions on a metal building in Leander

Can I put a metal shop over 300 square feet behind my house in Leander?

Not with bare metal walls, unless it is an agricultural building. Leander's zoning ordinance requires masonry for an accessory building over 300 square feet and allows wood, fiber-cement or equivalent siding, or masonry, from 120 to 300 square feet. Agricultural accessory buildings are exempt from those exterior wall standards.

Does a small shed in Leander need a building permit?

Not at 120 square feet or less. The zoning ordinance says no building permit is required for an accessory building of that size, though it still may not sit in front of or beside the house, in a utility easement, or on a lot without a main building.

Are metal walls allowed on a Leander warehouse?

On GC, HC and HI land under the Type D standard, yes, in muted earth tones compatible with nearby buildings and with a permanent finish such as baked-on enamel. Unpainted exterior metal is prohibited, and warehouse and overhead doors may not face a street or residential property unless screened.

Does Leander require fire sprinklers in a metal commercial building?

Yes, at 6,000 square feet or more. Section 3.03.041 of the city code requires an approved fire sprinkler system in any commercial building of that size, and in a smaller one where the fire or building code requires it because of the occupancy.
