Metal buildings in Pflugerville, Texas

A metal building in Pflugerville is most often a workshop or storage building behind a house, a steel shop on agricultural acreage, or a warehouse or service building on industrial land.

A request sent from this page reaches one independent metal building contractor, and whether to take the project is that contractor's call. Pflugerville writes its rules down in unusual detail.

Show the full introduction

A house lot gets one shed or workshop, capped at a quarter of the first floor. Industrial zoning allows a metal building with a masonry share on its primary faces. Every commercial job clears a site permit, a third-party plan review and a pre-construction meeting before the permit card is handed over.

Travis County, outside city limits

County development permit, plus a Fire Marshal permit for a commercial building

Outside city limits, Travis County requires a Development Permit, and its definition of development covers buildings and other structures, driveways, right-of-way work and on-site sewage facilities.

From Travis County TNR Development Services, Commercial Site Plan (read September 20, 2026).

First question for a Pflugerville lot: inside the city limits, where the code below applies, or out in its ETJ and the county. The whole record is on that county's sheet.

Can a metal workshop go behind a house in Pflugerville?

Yes, one of them, at a size set by the house. Section 4.6.2 of the Unified Development Code allows no more than one shed, workshop or similar accessory building per dwelling unit on a single-family or two-family lot, and it caps accessory buildings at 25 percent of the gross floor area of the house's first floor. A house with a 2,000 square foot ground floor therefore tops out at a 500 square foot workshop. A detached garage, a carport or an accessory dwelling unit does not count against the one-building limit, but no accessory building may stand taller than the house, and none is built before the house is under construction unless the Planning Director approves it for storing materials during the build.

The permit is short and cheap. The city's accessory building application, revised in October 2024, charges $50 without a slab and $65 with one, adds $60 for each electrical, mechanical or plumbing trade, asks for the square footage and the estimated cost, and repeats the rule in capital letters: one accessory building per lot. The FY27 fee schedule lists the same $50 portable and $65 permanent prices for an accessory building over 200 square feet, and $65 for a detached garage. One thing the code rules out on a house lot is the prefabricated metal carport. Door and span choices for a garage are on detached garages and RV garages.

Are metal walls allowed on a Pflugerville commercial or industrial building?

It depends on the district, and on a note the city printed above its own tables. Sections 9.4 and 9.5 of the development code each carry a notice that certain provisions were superseded by H.B. 2439, passed by the 86th Legislature, that the city is revising them, and that everything not in conflict is still enforced. The Planning Department at 512-990-6300 is the office that says which lines still bind a given project, so ask it before an elevation is drawn.

As the tables are written, the office, retail and commercial districts require masonry on every facade, with metal panels capped at 15 percent as an accent, and the CI district reads the same way. Light Industrial and General Industrial land is different: there, metal buildings are permitted outright with at least 25 percent primary masonry, meaning brick, natural stone or manufactured stone, on every primary facade. A wall facing a major collector or arterial, or visible from a residential district, is all masonry-class material, a quarter of it primary masonry. Agricultural structures in the A district may use metal panels or wood. Both sections ask for the same finish on all four sides and accept a metal roof. Bay and clear-span options for industrial land: warehouses and industrial buildings.

Where can the overhead doors and loading docks face?

Away from the street and away from houses. In both the commercial and the industrial sections, overhead doors and loading docks stay at least 50 feet from a conforming residential lot and face the side or rear of the building, not a public street. An automotive use with four service bays or fewer may face the street only behind structural awnings at least 3 feet 10 inches deep, and where the lot leaves no other choice the Planning Director may consider an alternative with screening.

That rule decides the building's orientation on a narrow lot before anything else does, which is why it belongs on the first sketch. The code also lets the Administrator or the Planning and Zoning Commission grant an architectural waiver that reduces these standards through the Subchapter 3 process, a route worth asking about when a site cannot meet them. Shop layouts that put the bay doors on a side wall: metal shops and workshops.

Which permits come before a Pflugerville building permit?

A plat, then a site permit. The development code says no construction or site improvement work starts until a site disturbance permit or a site development permit has issued, and no fill is hauled on or off without one. A building permit issues only on a lot whose plat is approved and recorded in Travis or Williamson County and that sits inside an approved site plan. An early clearing and grading permit is available only after a final plat is approved, and it expires 60 days after approval.

The site development application carries drainage runoff computations under the city's Engineering Design Manual, a traffic impact analysis where the project generates 2,000 or more trips on the peak day, and a TxDOT driveway permit where the lot takes access from a state highway. On the FY27 schedule a standard site development review costs $0.06 per square foot of impervious cover, with a $500 minimum, so a 10,000 square foot building and parking lot at 20,000 square feet of hard surface runs $1,200 before the building permit is priced. Pad and drainage planning: pad, grading and stormwater acreage.

How long does Pflugerville plan review take, and what does the permit cost?

Plan on 15 to 20 business days per review round. The city's Commercial Construction Process sheet sends plans to the city, its third-party reviewer, fire and health as needed, comments come back to the applicant, and the approved set is not released until Planning, Engineering, Fire and Health, where it applies, sign off. Fees are paid once released, and the permit card issues after a building department pre-construction meeting. The application includes the TAS acceptance once valuation passes $50,000, the same state accessibility line that applies across Texas. The 2022 code adoption adds that nonresidential construction documents are prepared by a design professional registered in Texas, with a statement of special inspections and a geotechnical report.

The FY27 fee table prices a new commercial building by area: $266 to 500 square feet, $600 to 2,500, $1,200 to 5,000, and $1,200 plus $0.20 per square foot above that, so a 6,000 square foot shell is $1,400. Electrical, plumbing and mechanical are $250 each up to 2,500 square feet and $750 each to 5,000. New commercial plan review is billed at the actual cost of the city's third-party reviewer, fire plan review is $0.05 per square foot, plan review fees are paid at submittal, and the certificate of occupancy is $100. Every cost line in one place: what drives metal building cost in Central Texas.

What does the fire code ask of a Pflugerville metal building site?

A lane wide enough for an engine, and a hydrant close enough to use it. Pflugerville's amended International Fire Code requires a fire apparatus access road within 150 feet of every part of the building's first-floor exterior walls, measured around the building, at least 26 feet wide with 14 feet of clear height. Where any part of the building sits more than 300 feet from a hydrant on that road, on-site hydrants and mains are added, though the fire code official may stretch the 300 feet for a building sprinklered throughout.

On a deep industrial lot that can mean a loop drive and a private hydrant line, both priced into the site work rather than the steel. Before the certificate of occupancy, the process sheet lists a fire final from Travis County Emergency Services District No. 2 alongside the planning and engineering walk-through and the building and trade finals. Blackland clay: what sits under a Pflugerville slab?

Deep, dark clay that moves. The 1974 Travis County soil survey names the prairies around Pflugerville among those settled by farmers between 1850 and 1894, and it describes the Houston Black clays of the Blackland uplands as deep soils formed in calcareous marl, alluvial clay and chalk: very dark gray clay about two feet thick over more clay to about 80 inches, cracking when dry and very slowly permeable when wet. The same survey groups the county's Blackland associations as clays with high shrink-swell potential and says the shrinking and swelling does much damage to building foundations.

Pflugerville's code reads like it knows. The geotechnical report is a required submittal for a commercial permit, and the city's commercial inspection list sends the foundation inspection of slab steel, footings and piers to a third-party inspector, with the city checking the drain lines under the slab. Ask the engineer of record how the soil report on your own pad sets the beam depth. Slab design in full: slab and anchor design.

What changes past the Pflugerville city limits?

More than one desk, so ask both. The city's development code page says the code applies to all property inside the city limits and only its subdivision rules apply in the extraterritorial jurisdiction, while the building department page says the 2021 codes were adopted for use in both the city and the ETJ. Outside every city limit, Travis County requires its own development permit for buildings, driveways and septic systems, a commercial building also needs the county Fire Marshal's building permit, and inside any city's ETJ the county's non-residential checklist wants the city's signature or permit in hand before the county permit.

Septic outside the city is a county permit too: Travis County Development Services is the state's authorized agent in the unincorporated county. Clearing an acre or more, a larger common plan included, brings in TCEQ's construction stormwater permit, and Travis County is on TCEQ's Edwards Aquifer program list, where the official maps rather than a town name settle whether a tract falls in a zone. The rest of the county's desks are on the Travis County sheet, and Leander's rules for the same kinds of buildings are on metal buildings in Leander.

Questions on a metal building in Pflugerville

How big can a metal workshop be behind a house in Pflugerville?

No more than 25 percent of the gross floor area of the house's first floor, and no taller than the house. The development code allows one shed, workshop or similar accessory building per dwelling unit on a single-family or two-family lot; a detached garage, carport or accessory dwelling unit does not count toward that limit.

What does a Pflugerville accessory building permit cost?

$50 without a slab and $65 with one, plus $60 for each electrical, mechanical or plumbing trade added, on the city's accessory building application. The FY27 fee schedule lists the same $50 and $65 prices for an accessory building over 200 square feet.

Can I build an all-metal warehouse in Pflugerville?

In Light Industrial or General Industrial zoning the development code permits metal buildings with at least 25 percent primary masonry on every primary facade, and more on walls facing a major road or a residential district. The city notes some material rules were superseded by H.B. 2439, so the Planning Department at 512-990-6300 confirms which still apply.

How long does a commercial building permit take in Pflugerville?

The city's process sheet sets 15 to 20 business days per plan review, and a project may take more than one round. After plans are approved and fees paid, the permit card issues following a building department pre-construction meeting.
