Commercial plan review, seven to 20 business days by size

Inside Austin a building permit is required to erect, construct, enlarge, alter, repair, improve, remove, convert, move or demolish any building or structure within the city's zoning jurisdiction, and a commercial building goes through the Development Services Department's commercial plan review under the locally amended 2024 International Building Code, in force since July 10, 2025.

Unincorporated Travis County

County development permit, plus a Fire Marshal permit for a commercial building

Outside city limits, Travis County requires a Development Permit, and its definition of development covers buildings and other structures, driveways, right-of-way work and on-site sewage facilities.

What does an assembly building run into at the permit desk inside Austin?

The city's commercial plan review, on a clock and a fee that both step by square footage. Inside the city's zoning jurisdiction a permit is required to erect, enlarge, alter or move any building at all, and a commercial project is reviewed against the locally amended 2024 International Building Code, in force since July 10, 2025.

The phrase assembly occupancy comes out of that code, and the code's occupancy chapter is not in this site's records, so nothing here states what a Group A classification asks of a sanctuary or a gym. What the records carry is the path: the plan review fee is paid at submittal and is non-refundable, and the application carries the TDLR registration confirmation. Where does the $50,000 accessibility line fall on a church campus?

On the buildings the state accessibility law covers, at an estimated construction cost of $50,000 or more. Government Code 469.003 reaches a public accommodation under the federal Americans with Disabilities Act built or renovated on or after January 1, 1992, and a commercial facility under that Act on or after September 1, 1993. Section 469.003(c) excludes a place used primarily for religious rituals within a building of a religious organization.

That exclusion is one sentence wide and the record says nothing past it. A fellowship hall, a classroom wing or a gym on the same campus is a coverage question for the design professional with overall design responsibility, and a community center with no religious use is not touched by it. Above the line the owner carries an inspection within one year of completion under 469.105.

Which office reviews a church or community building outside the city limits?

The county Fire Marshal, where the commissioners court has adopted a fire code. Local Government Code 233.063 then requires a county building permit before a covered building is constructed or substantially improved in the unincorporated area. The court issues or denies within 30 days, no action in 30 days counts as approval, and occupancy waits on a certificate of compliance.

Unincorporated Travis County runs two desks. County Code Chapter 201, on the 2021 International Fire Code since January 1, 2026, requires plan review and a Fire Marshal building permit before construction of a commercial establishment, public building or multifamily building of more than three units, at $790 under $200,000 of construction value and up from there. North of the county line the building permit disappears and the fire review does not. Williamson County has used the 2018 International Fire Code since November 2020: a permit before construction starts, plan review for a new building at $125 per 1,000 square feet of structure, no turnaround stated in days, and no occupancy until the Fire Marshal, at (512) 943-3831, issues a certificate of compliance. Caldwell County's code took effect August 13, 2026 at $480 up to 5,000 square feet and $672 plus $0.05 per square foot above that, and no county page read gives a phone for it.

Parking, impervious cover and the site plan

The paving is reviewed before the building is. Inside Austin a site plan, a site plan correction or a site plan exemption has to be in place before a commercial building permit application, and the two run together only with an approved concurrent review request. The small project track holds at 5,000 square feet of impervious cover and 10,000 square feet of construction area, and a congregation lot passes that on the paving alone.

Outside the cities the numbers come from the county. The Travis County Non-Residential Development Checklist, revised May 11, 2023, sets a stormwater pollution prevention plan at one acre or more of disturbance, possible permanent water quality controls above 10,000 square feet of new impervious cover, an environmental resource inventory above the same figure, and a 45 percent impervious cover limit unless the driveway is on a state road. Pad grading and site prep carries the ground work under them.

One number this page will not give you is a space count. No record here states how many parking spaces, or how many accessible spaces, a building for a congregation needs, so none is stated. Ask the office reviewing your site plan.

Who seals the drawings for a sanctuary or a meeting hall?

A Texas professional engineer, once the span or the size passes the exemption. Occupations Code 1001.056(a)(2)(F) exempts plans for a building of no more than one story and 5,000 square feet with no clear span greater than 24 feet on the narrow side, where no engineering services are offered to the public. A room built to seat a crowd crosses 24 feet, so under 1001.056(b) the trusses, beams or other roof supporting members have to be engineered or pre-engineered. Austin adds its own line: plans for work over 5,000 square feet are sealed by a professional engineer under Building Criteria Manual 1.8.0, with a site-specific geotechnical report on new construction.

An architect is a separate question: Occupations Code 1051.606(a)(4) exempts a person who does not hold out as an architect and prepares plans for a privately owned commercial building of no more than two stories or 20,000 square feet. Where a building for public assembly sits against that list is the design professional's reading, not this page's.

Does the energy code reach a building used two days a week?

The records draw the line by building type, not by hours. Health and Safety Code 388.002(12) keeps single-family residential to a detached one- or two-family dwelling, or a multiple single-family dwelling of not more than three stories, and puts the rest under the commercial code. The State Energy Conservation Office says the 2015 International Energy Conservation Code took effect November 1, 2016 for commercial buildings under rule 34 TAC 19.53, and that it has elected to keep that edition.

Enforcement is local. Each municipality administers and enforces the codes with code-certified inspectors and may adopt local amendments under Health and Safety Code 388.003(c) and (d), and Austin's list names the 2024 International Energy Conservation Code, effective July 10, 2025. Outside a city the record stops: neither 388.003 nor any State Energy Conservation Office page read states a rule for an unincorporated area where no city enforces, which is an absence in the record, not a finding that the code stops at the city line.

What drives the price of church and community buildings in Central Texas

The span, the height, the slab and the paving, in that order, and none of them prices off a web page. No metal building contractor whose own site names Austin or these six counties publishes a price for a finished building: five were read, and each offers an estimate by form or phone. The agency and county fees above are the only figures any site can print.

  • Clear span and eave height. Seating and sight lines rule out interior columns, and a platform or a gym floor changes the frame, not just the sheeting.

  • The slab. Frame reactions and a soil report decide the foundation, and the ground here changes within a few miles.

  • Restrooms, a kitchen and the paving. Water, waste, septic where there is no utility service, and parking priced by the acre.

Who builds a church or community building, and who seals its drawings

An independent local metal building contractor who works your county builds it, with a Texas professional engineer on the sheets where the records call for one. Texas licenses neither a home builder nor a general contractor: the Department of Licensing and Regulation's list of 41 regulated industries has no program for either. The trades inside are licensed separately, and those are the ones to ask for by name: air conditioning and electrical through TDLR, plumbing through the Texas State Board of Plumbing Examiners.
