Georgetown requires a Commercial Building Permit application through My Government Online for new ground-up commercial construction, remodels, tenant finish-outs, additions and facade changes, with bookmarked PDF plans, the TDLR registration, a ComCheck and proof of transportation impact fees, and it will not accept the application until Planning has issued first-round site plan comments.

Unincorporated Williamson County

No county building permit, building code or certificate of occupancy

Williamson County's own pages answer the building permit question by pointing to the County Engineer's Road and Bridge Division, which issues a Certificate of Compliance that verifies whether the property is in a floodplain, and say nothing else is needed from that office unless a driveway is being built.

What a metal shop is, before anyone permits it

Four numbers specify a shop: the footprint, the eave height, the clear span and the largest door. Eave height decides whether a lift or a fifth wheel fits under the frame; clear span keeps a column out of the middle of the floor.

The rest hangs on those four: ventilation and power for a welding bay, a floor flat enough to roll on for a woodshop, a mezzanine for an office. The whole job in order is on building a metal building in the Austin area.

Does a metal shop on a house lot inside a city need a permit?

Plan on yes, and read that city's own page for the size at which it starts. Austin exempts a residential detached accessory structure only at one story, no more than 200 square feet and 15 feet high, with no dwelling and no plumbing, outside a flood hazard area. Its list names no garage, workshop or carport exemption.

Past that line it is a residential project, reviewed under the 2024 International Residential Code and the Chapter 25-12 amendments, with a 10 business day target for new construction from July 1, 2026. No row on that page is written for a workshop.

Other cities set their own trigger, several written as any construction that physically changes or adds structures. Round Rock counts a shed under 200 square feet as an accessory structure and permits it. Each city's page, read 2026-09-20, sits on its county page.

Who permits metal shops and workshops outside the cities in Central Texas?

The county, and the six answer it six ways. Unincorporated Williamson County, the switch at the top of this page, is the sharpest: its pages state that it issues no building permits and has no authority to issue a certificate of occupancy. That is what the county publishes, not a finding that a shop there is unregulated.

Travis County is the other end: a Development Permit in two classes, plus a Fire Marshal permit for a commercial establishment, a definition that excludes private garages, carports, sheds and agricultural buildings.

Does a shop that runs a business get treated differently from one behind a house?

On the accessibility law, yes, and the line is the use, not the steel. TDLR says a project under $50,000 in total estimated cost is not submitted for registration or plan review, though the Texas Accessibility Standards still apply, and that $50,000 or more brings a full set of construction documents.

Government Code 469.003's two privately funded categories are a public accommodation under the federal Americans with Disabilities Act and a commercial facility under that Act; a single-family home is not among them. Which side a shop falls on is the designer's call and the department's.

A project under the line can still be registered on TDLR's special form for a $175 non-refundable fee, and the estimated cost that decides the question excludes site acquisition, design fees and furnishings.

What does the ground under the shop do to the slab?

It decides the design, and here it changes inside one county. The 1974 Travis County soil survey groups the soils east of the Balcones Escarpment as clays with high shrink-swell potential and says shrinking and swelling causes much damage to building foundations. The 1983 Williamson County survey says buildings and streets buckle and crack on its Blackland units if not properly constructed. Both read 2026-09-20.

Two statutes follow that ground. Occupations Code 1001.056(a)(2)(F) exempts the plans for a one-story building of no more than 5,000 square feet with no clear span over 24 feet on the narrow side; above 24 feet the roof supporting members have to be engineered or pre-engineered. Section 1001.056(c) withdraws that exemption for a residential slab on expansive soil unless the work meets the International Residential Code as applied locally. Can a shop have a bathroom and its own power on a rural lot?

Yes, and both are permits of their own. TCEQ says a permit is required to construct, install, alter, extend or repair an on-site sewage facility, and that the permitting authority approves or denies it within 30 days.

A shop is not a house to the septic rules. Under 30 TAC 285.2 a commercial or institutional facility is any building not used as a single-family dwelling or duplex, and 285.32(c)(1) sizes a proprietary system for one from the flow table in 285.91. A site evaluation by a licensed site evaluator or professional engineer comes first, and the permitting office is in the septic, water and electric guide.

Power follows territory. Pedernales Electric Cooperative's tariff lists Burnet, Caldwell, Travis and Williamson among the counties it may serve, and not Bastrop or Lee, and quotes a cost only after a field meeting. Bluebonnet Electric Cooperative, with retail centers at Bastrop, Lockhart and Giddings, wants an electric load analysis over 200 amps.

What moves the price of a shop, and why no number prints here

Nobody building here publishes one. No contractor whose own site names Austin or these six counties prints a price for a finished building; five were read on 2026-09-20, each offering an estimate by form or phone. The only published figure in this record is a Texas manufacturer's kit price, and the manufacturer says it covers the kit only: not tax, not freight, not the door, not the foundation, and it offers no erection.

What moves the bid, in the order a contractor reads a shop:

  • Clear span and eave height: a wider span means a heavier frame, and every foot of eave carries the walls with it.

  • Doors: a roll-up tall enough for a truck, a sectional door, a walk door, each framed by the manufacturer.

  • Conditioning: insulation, a vapor barrier and a heating or cooling load.

  • The floor and the ground: slab thickness, reinforcement and flatness, set by what rolls on it and what is under it.

  • Site work and utilities: the pad, drainage, the driveway and culvert, the service run, the septic system.

Who does the work, and who seals what

An independent local metal building contractor who works your county orders the package, gets the slab poured and stands the steel, and a Texas professional engineer seals the sheets where a record above calls for one. No contractor is called licensed here, because Texas licenses no home builder and no general contractor.

The trades are the exception. Air conditioning, refrigeration and heating contractors and electricians hold TDLR licenses, and the Texas State Board of Plumbing Examiners licenses plumbers, so the electrician and the plumber on your shop each carry one.

Does a metal shop or workshop in Central Texas need a permit?

It depends which office has your lot. Inside a city, plan on yes: Austin exempts a residential detached accessory structure only up to 200 square feet, one story and 15 feet, with no plumbing. Outside the cities, Travis, Bastrop, Lee and Burnet each list a permit that reaches a shop; Williamson County's pages state that it issues none.

Does a shop behind a house have to register with TDLR at $50,000?

The dollar line and the coverage question are separate. TDLR says a project under $50,000 is not submitted for registration or plan review, while the Texas Accessibility Standards still apply. The two privately funded categories in Government Code 469.003 are an ADA public accommodation and an ADA commercial facility; a single-family home is not one.

Can a metal shop have a bathroom on a septic system?

It can, with its own permit, which TCEQ requires to construct, install, alter, extend or repair an on-site sewage facility.
